A live ammonite had a large, soft head with tentacles very like modern Nautilus. Why do we not see the head and the tentacles on the fossil?

Because unlike bones, skin and flesh is very hard to keep intact and usually decomposes very quickly. Other small microscopic animals like shrimp or bottom feeders could also eat the body and leave the hard shell. It was there, but it was eaten or decomposed. Or the ammonite might've hid it's body inside its shell before dying, so that only the outside of the shell were marked.
